Mill Creek Environmental (MCE) has completed a Phase I Environmental Site Assessment (ESA) of the property located in Illinois. This property has been improved with a community drinking water collection, treatment, and distribution system for a subdivision that includes two water supply wells, a small modular storage unit, two small concrete block buildings, and two water storage tanks, one underground (active) and one above ground (inactive). This property is located within a residential development, with single family homes surrounding the property.
Based on review of historical aerial photographs, Illinois Drinking Water Watch records, and personal interviews, the subject property was undeveloped land and agricultural land dating back to before 1947 prior to being developed with the existing water system between 1971 and 1972.
The subject property and surrounding properties were not identified in any of the environmental databases searched. MCE’s site reconnaissance did not identify any recognized environmental conditions (RECs) in connection with the subject property or adjoining properties.
According to the U.S. Environmental Protection Agency’s (EPA) online Drinking Water Watch Database records, the system was activated in 1971 and current serves 225 residences. The system has two registered water supply wells, one of which is reported as inactive. The system has received thirty one (31) violations between 1980 and 2015 for various analytics exceeding the federal maximum contaminant levels (MCLs). Water quality and compliance violations are beyond the scope of a Phase I ESA and do not constitute RECs for the subject property.
MCE has not identified the presence of any RECs as defined by ASTM Standard Practice E 1527-13. No further site assessment activities are recommended at this time.
