PROFESSIONAL EXPERIENCE
In May 1999, Mr. Irwin joined Mill
Creek Environmental Services, Inc. (MCES) to work as
a Project Manager. His responsibilities with MCES include
oversight of field activities, maintenance of field
equipment, project management, and business development.
Mr. Irwin has extensive experience and is one of MCES’s
top project managers. He is currently responsible for
the management of projects which include site assessments,
corrective action planning, remediation system operation,
long-term site monitoring and reporting, storm water
monitoring programs, streambank restorations, erosion
control inspections, and property transaction screening.
Mr. Irwin is responsible for coordinating field efforts,
subcontractor oversight, data compilation and evaluation,
and report preparation.
PROFESSIONAL CAPABILITIES
Mr. Irwin has experience in many aspects
of geological and ecological assessment including installation
of soil borings and monitoring wells, collection of
soil, groundwater, surface water, sludge, and air samples,
non-aqueous phase liquid recovery, aquifer testing,
stream flow assessment, watershed assessment, contaminant
fate and transport modeling, hydrological analysis,
and basic land surveying. Mr. Irwin is very knowledgeable
in the design, installation, operation and maintenance
of SVE systems, non-aqueous phase liquid recovery systems,
and other aspects of soil and groundwater remediation
projects.
Through Mr. Irwin’s experience
in the field of regulatory compliance he has become
familiar with underground storage tank regulations,
GUST trust fund reimbursement procedures, solid waste
handling facility permitting, NPDES permitting and compliance
monitoring for construction sites and industrial facilities,
stream buffer variance application procedures, spill
control and countermeasure plan preparation, erosion
and sediment control plan preparation, erosion control
best management practice design and inspection, the
ASTM Phase I and Phase II Environmental Site Assessment
standards, and HSRA release notification, RRS calculation,
and compliance status reporting.
Mr. Irwin has served as Project Manager
and Client Manager for the following projects: America
Environmental Waste Solidification Facility Permitting,
Forsyth County Sewer Spills Monitoring Program; BP Amoco
UST Assessments; Colonial Pipeline Belton Junction Assessment;
Etowah Water and Sewerage Authority NPDES Sampling Program;
as well as many others.
